The Section Board meets several times a year to provide leadership for the section, and to plan the Awards Program and the summer retreat.

Ralph Kachadourian
Ralph Kachadourian has been the Section Director since 2009. He has been a public sector land use planner in California since 1987 serving the cities of Paso Robles, Dublin, Millbrae and Union City, and currently serves as City Planner with the City of Sanger.

Bruce O’Neal, AICP, is a land use planning consultant with offices in Fresno. Bruce has served on the Central Section board as both Section Director and Director of Administration and Finance.

Des Johnston
Desmond Johnston, AICP, has been a planner and environmental analyst with public and private agencies in the San Joaquin Valley for 23 years. He is currently a principal planner with Santa Fe Land Planning, Inc.

Julie D. Phillips
Julie Phillips, AICP, is a consulting planner for municipalities and special districts. Her firm, Planning Tree, is based in Visalia. Her favorite work-related hobby is researching CEQA case law.

David Fey
David Fey, AICP, is the Deputy City Planner for the City of Clovis Planning and Development Services Department. He has worked in local agency land use and utility planning since 1986 as both a city planner in the Fresno-Clovis area and for planning and environmental consulting firms serving the central California market from Atascadero to Porterville, Livingston to Tehachapi.
